The aim of the Esavofori project is to strengthen and diversify the region’s foresight culture and to improve predictive capabilities and to utilise a network-based approach to decision-making and planning in the region and to launch a new province. The objectives of the project are 1) to develop a broad range of actors’ capacity to utilise foresight expertise and future information, 2) to maintain and diversify a more forward-looking situational picture in cooperation with the network of foresight actors, and 3) to create and pilot a knowledge forecasting model based on the specific features of the region and the network of actors. Foresight skills will be developed in the project in the form of trainings, participatory workshops, sparring and future reviews. The target group of the training is extensively the members of the regional foresight network of South Savo, for example, from development organisations, labour administration, municipalities, education and research organisations, etc., as well as other parties interested in foresight work. Some of the trainings will be widely targeted at all actors, while others will be tailored and targeted at specific target groups. The workshop-like work included in the trainings focuses on the themes relevant to the region, taking them forward in a needs-oriented and solution-oriented manner. The trainings are carried out partly as purchasing services and partly by project forecasting experts. The project produces and develops in cooperation with the network of foresight actors, taking into account the region’s situational picture, key indicators and trends in the operating environment. The situational picture will be expanded to meet new information needs by producing and aggregating information in different formats. The situational picture will be expanded with a stronger focus on the future of the province. The project will produce future reviews of selected topics using various materials and the expertise of the network and organise separate workshops around them and as part of the foresight trainings organised by the project, with the aim of reflecting with the actors on the importance of different developments. The network of operators in the region is regularly involved in updating the situational and future picture and in working on future reviews. The situational and future image information produced in the project serves extensively the different levels of planning and decision-making of the various parties in the region. The project will develop a process-based approach to broad anticipation of skills and training needs. The operating model is based on broad inclusiveness and effective communication/availability of results. The aim is to develop a process/model that delivers both quantitative and qualitative values from the labour, education and skills needs of different sectors, matching short-term and long-term skills needs. The operating model involves key players taking into account the operational field of the new province and makes extensive use of statistics — etc. — produced by different parties. The operating model provides foresight information on future labour, education and skills needs in decision-making and planning in order to solve labour market mismatches, improve the relevance of education, identify growth and restructuring sectors and detect new sectors. The operating model will be piloted during the implementation of the project.
