The municipality of Sotkamo has actively surveyed the state of employment management and development needs in the Sotkamo area. Based on the survey and feedback received from the operators, there are not enough low-threshold sites available in the municipality of Sotkamo to support the inclusion and rehabilitation of long-term unemployed and inactive persons. The lack of these places of work has a significant impact on people’s well-being, protracted periods of unemployment and the increase in labour market support contributions. The municipality has decided to respond to the need and seek solutions for offering and developing low-threshold work opportunities, especially for the stages of inclusion and rehabilitation at work. In the view of the municipality and with the feedback received, it is strongly believed that this solution is currently best supported by the operational centre.The target group of the project is the unemployed and inactive persons; all young people and people of working age needing services at the stage of inclusion and rehabilitation (Employment Care Handbook). The target group of the project is not limited on the basis of the social background or the duration of unemployment, as the service is to be provided to all those in need. The aim of the project is to reach 140 customers.The aim of the project is to prevent or reduce social exclusion by promoting the inclusion of the target group and the ability to operate and work. The project’s measures target a more vulnerable target group experiencing exclusion from the labour market and discrimination. Risk factors include mental health and substance abuse problems, musculoskeletal disorders and lack of education. The project develops the content of individual and group coaching as well as multiple group coaching in Sotkamo. The project results in a low-threshold operating centre in Sotkamo, which increases opportunities alongside other services. With the help of the project, multi-professional customer work is intensified between, for example, social and health care, the TE Office and the municipality. In addition, the project builds cooperation with, for example, the third sector and volunteers, as well as utilises the resources of the municipal and Kainuu Sots in steering activities (e.g. special physical activity, mental health and substance abuse services).The project’s novelty value is a diverse low-threshold operating centre where various individual and group activities are carried out that support the needs and empowerment of people in different life situations regardless of age. This is a completely new activity and service in Sotkamo, which, on the basis of feedback from several operators, has an obvious need. The new value of the project is the strong connection of health care expertise to the operating centre. The third sector network and municipal employees will be involved in project management. The project aims to contribute to the number of early school leaving. The Centre offers young people and adults the opportunity to study in a supported environment in close cooperation with educational institutions (e.g. KAO). The project will test digital services to meet the needs of the target group. The novelty of the project is also the launch of Green Care-type operations in Sotkamo. The project will be implemented from 1 January 2019 to 31 December 2021 (3 years). The project consists of three full-time instructors and part-time project managers. The total cost of the project is estimated at EUR 739 954, of which the share of public aid is EUR 554 966 (75 %) and the own contribution of Sotkamo Municipality is EUR 184 988 (25 %). The project is managed and implemented by the municipality of Sotkamo.
