Service market for employment

The Employment Service Market project brings together guidance and counselling services related to the promotion of employment into a single window that can easily be reached. The service market must be seen, first and foremost, as an integration platform coordinated by the City of Kuopio, where the various actors together organise the necessary services in a customer-oriented manner. The service provider will gather youth cockpit services, adult guidance and counselling services and some of the migrant services. The aim of the project is 1) to build a low-threshold operating model for guidance and counselling services that promote employment, taking into account the different needs of the target group, 2) to launch a one-stop-shop service market in the centre of Kuopio on the side of the square, and 3) to establish the service organisation as part of the service ecosystem for employment promotion. The main target group of the project is all people of working age living in Kuopio. The activities of the youth cockpit are targeted at 15-29 year olds and adult guidance and counselling services for persons aged 30-65. The main target group of the project also includes personnel related to the implementation of the service provider’s concept and their background community. Staff comes from, for example, the City of Kuopio, the TE Office, Kela, educational institutions and organisations. The indirect target group of the project is the local employers in the private, public and third sectors. The project will result in a service market integrating young people’s cockpit, ASKEL adult guidance and counselling services and some of the migrant services. In addition to the physical operating environment, the service market includes the necessary operating models, services and operator networks. The direct effect of the project is to structure and improve guidance and counselling services for employment-promoting people of working age. The long-term effect is to prevent youth unemployment and reduce structural unemployment at all ages. Accessing labour reserves more effectively to the labour market will also ensure the availability of skilled labour in the region and promote the well-being and livelihoods of people living in Kuopio at an individual level.
