People-centred Digital Municipality (IDK)

The economy of Finland and the world is currently affected by three key global megatrends: climate change, digitalisation and urbanisation. Cities and municipalities are in the midst of the pressure of renewal, which expects the ability to renew in the radical transformation of the operating environment brought about by megatrends. The transformation of work changes the tasks, working methods and organisation of work.Kuopio’s urban strategy 2030 sets digitalisation as a cross-cutting goal. Digitalisation is expected to enable services at home, regardless of time and place, to streamline operations, to generate new service innovations and business. However, the intended benefits do not arise by themselves, but require a comprehensive examination of the city’s operations and personnel’s potential and measures to achieve the target status. The digital transformation of services also requires the gradual adoption of a culture of new work development and management in order to ensure the well-being of staff, smooth work and productivity. The aim of the project is to prepare for future digital transformation by creating new ways of providing services with residents and users. The goal will be pursued with determined upskilling of digitalisation, coaching and strategic experiments, taking into account effectiveness, well-being at work and productivity growth. The project also promotes Kuopio’s goals towards the maturity of digitalisation, where the municipality is able to act as a service and development platform and as an accelerator of innovation activities to meet global demand. The experience of the project will be disseminated during the project to other municipalities in the region through a partnership network. The aim of the project will be achieved through (1) the creation of a situational picture that creates and maintains an overall picture to define and target support, including existing digital skills metrics and digital maturity models (2) coaching and communication providing renewal support and anticipation of the future to people involved in cross-sectoral service production experiments, reformers, etc. (3) cross-sectoral service production experiments where the project produces at least three, up to five multidisciplinary large-scale service production experiments (4), linking the best practices of the project to city structures, decision-making places, strategic organisational sites and guidance;
