Topatte functional services to determine the working and functional capacity of the unemployed

Studies show that more than 30 % of long-term unemployed are actually disabled. The number of long-term unemployed in the North Karelia region in March 2019 was 2424, on the basis of which approximately 730 people would benefit from the study of working and functional capacity and the subsequent rehabilitation or pension solution. The work and functional capacity-related services of unemployed persons outside the occupational health service are under-performing in relation to their needs. Currently, studies are being carried out in a multidisciplinary joint service in the EU and, to varying degrees, in adult social work and healthcare services. There is currently no clear service process or its overall coordination, which makes it difficult and slower to obtain the services and explanations needed by the customer, e.g. when applying for a pension. People with false labour market status may suffer from difficulties in subsistence and may experience mental stress from their disability, which has not been recognised by the service and public authorities system. Statistically, people in the labour force, who are actually incapacitated, incur unnecessary costs for the providers of employment services and for the payers of unemployment benefits. The objective of the Topakka project is to provide services related to work and functional ability to all unemployed people who need them in Joensuu, Kitee, Liper, Outokumpu and Tohmajärvi. The task of the project is to develop a multidisciplinary and clear service process for the job and functional capacity of the unemployed, taking into account the different operating environments of the municipalities. The work ability coordinators working in the projects act as the customer’s process managers, and the project also enables the procurement of customer-specific services, such as functional capacity clearance periods and specialist medical services. The service process is implemented as a multidisciplinary cooperation, the development of which involves the employment services of the project municipalities, the Centre of Excellence for Work and Functional Capacity of Siun Sote and adult social work, KELA and TE-services. The process is developed by the project’s service coordinator, who is located in Siun Sote’s Centre of Excellence for Work and Functional Capacity. As a result, customers who need to investigate the working and functional capacity of the project municipalities have received the services they need and, consequently, solutions that have established the customer’s labour market position. The solution can be long-term rehabilitation or retirement. With the development of the project process, the work and functional capacity services have become permanent and can be adapted to the current service structure of employment management. The results of the project can also be utilised in other municipalities of North Karelia as well as nationally.
