The transformation of work, technological progress and the problem of labour market mismatches create the need to find new forms of employment and support services. In a broad picture, the traditional, single career path from studies to work and retirement has been eroded, with multidisciplinaryism, overlapping career paths, single entrepreneurship and reconciliation between work and entrepreneurship. The labour market calls for continuous learning and active participation throughout life. In employment, the support of networks and communities is emphasised, and in the digital world, various networks of experts provide forums for the development of professional skills and peer support. The increasing number of self-employed, gig, rent and part-time workers will increase not only the number of potential employers, but also those who do not have traditional employer support for skills development. In addition to the changes described above, the COVID-19 pandemic has radically changed the field of employment and entrepreneurship. As a result of the pandemic, many young people have been deprived of summer jobs and traineeships, and many recent graduates have been left without jobs. The pandemic has also led to a high number of people who are able to work or part-time on the labour market, as well as former entrepreneurs who have ceased their business and are at risk of redundancy who are looking for a new career path. Until now, public service production has been carried out in a personal and action-driven manner. The service structure has been challenged by non-response to the ever-changing customer needs, the lack of a group- and team-level range of services, and the weak commitment of customers to specific measures. In addition to the structural challenges of service production, project operators in Pirkanmaa have identified the need to develop “orchestration skills” of teams, groups and ecosystems in a circular environment. The project aims to respond to the challenges described above by improving the conditions for the employment of jobseekers and their readiness to change in an accelerating transformation of work, by implementing preventive employment management in the midst of the COVID-19 pandemic and by reshaping public employment and start-up services and the way in which they are organised. The project will develop group-level services targeted at networks and communities to strengthen the development of new skills, personal competence and social capital of target groups, with a view to improving the employment and entrepreneurial capacity of the target groups. Service programmes are designed and service formats based on the identified needs of the team or group and may include, for example, coaching, consulting, market research, job mapping or combinations of purchased services. The planning will be supported by the expertise of international communities and networks. Teaming and community engagement of partner networks and groups is supported by various networking and meeting events, as well as through a digital teaming and teaming platform. The teams or groups created in the project will also get a trained community agent to support the setting of goals and their achievement, as well as finding pathways towards the ecosystems that enable employment. In addition to developing group-level customer service, the project develops the conditions for project operators to organise services in the world of networks and ecosystems. The so-called orchestration competence will be supported by a steering model to support the emergence of new teams of experts and networks, and to ensure adequate support for the talent teams during their development. Orchestration and facilitation support groups in solving challenges and achieving goals in a customer-oriented way, using service design tools. The project will be implemented through eight work packages. The concrete results of the project will result in network surveys and surveys that increase customer knowledge, a guidance model built by the project actors, service programs utilising service design, a digital teaming and teaming platform, a knowledge-based management model and a supportive meeting monitoring system, events and events to promote meeting, as well as an international network of experts that enables peer learning from international communities and networks. The project is looking for new forms of service and service production methods to improve the situation of those in a weak position on the labour market. The aim is to improve the effectiveness and customer orientation of the production of expertise services and to strengthen the management and utilisation expertise of networks and ecosystems.
