The project is based on the OECD Adult Competence Assessment International Adult Survey (PIAAC), according to which a significant proportion of Finnish adults lack basic skills (literacy, numerical skills and ICT skills). In vocational education and training, the low level of competence in basic skills is visible not only when applying for education, but also after the start of the training, which reveals the apparent knowledge of basic skills. The aim of the project is to facilitate the transition to vocational education and training for those with low basic skills, to identify the gaps in basic skills already in VET, and by studying these skills to support the completion of a vocational qualification or part of a qualification in both educational and working life environments. The aim is to identify shortages of basic skills at the earliest possible stage in order to support the completion of vocational and collective qualifications. The project will also develop operating models to reach potential trainees and improve the basic skills of this target group. In order to achieve this objective, new models of cooperation between educational institutions and non-educational guidance bodies will be piloted to reach out to NEETs. Young people at risk of social exclusion and women with a migrant background who are not in employment, education or training (NEETs) are particularly targeted. The project results in materials and models for testing basic skills. In addition, the project will develop policies to facilitate access to education and training for NEETs, to develop basic skills and to support students with low basic skills. These will facilitate access for NEETs to education, reduce the number of early school leavers due to poor basic skills and improve the performance of those already involved in education and training.The project is implemented from 1 May 2019 to 30 April 2022, and its implementation network consists of the following: • City of Turku’s cultural industry (management organisation) • Local Government for Education Tavastia • West Coast Education Ltd WinNova • Turku Adult Education Foundation
