Match — Project for matching and rapid employment of companies and immigrant jobseekers in Vantaa

The MATCH project in Vantaa aims to improve the employability of education and employment services, as well as to increase the use and attractiveness of immigrant training agreements and apprenticeships. The project aims to enhance matching by developing a new combination mapping and matching approach focusing on the needs of companies’ skilled workforce and the migrant’s skills needs. More broadly, the project aims to promote the adaptability of immigrants, companies in the region and the public service system to the future challenges of working life. Immigrant labour is expected to continue to grow and Vantaa, in line with its strategy, wants to take care of integration from Finnish municipalities, support employment and entrepreneurship from the school of immigrants and develop innovative education and employment solutions with its partners. Over the past ten years, the workforce with a migrant background has increased 2.5 times in Vantaa and has been the fastest in large cities. Although the unemployment rate has decreased, it is still 14 % higher in Vantaa than the rest of the population. It is also characterised by the fact that the majority of immigrants are in educational services promoting employment, for which more permanent employment is a challenge. The Match project invests in more work-life integration solutions and services, linking training and skills development in a new way, combining needs-based and supply-oriented approaches. The aim of the project is to create a new operating model that, at a later stage, can even triple the integration services for immigrants — in a permanent way: training agreements, apprenticeships and paid employment. During the project period, the aim is to promote the realisation of a total of 40 new apprenticeships or employment opportunities, which can be pre-empted by training agreements. Other specific solutions to promote employment and skills are also implemented for 60 migrants. Immigrant women and young people are specific target groups of the project. A total of 30 companies are targeted for the project services, where a total of 60 existing people are expected to participate in the project’s activities, guidance and coaching. Business coaching promotes companies’ knowledge of service systems and improves the induction, work community and managerial skills in the employment of immigrants. The target groups are small enterprises employing jobs, enterprises set up by immigrants and medium-sized enterprises in Vantaa. Training is directed to companies, especially in recruitment skills and public services and in the use of support systems. Due to the significant impact on the labour market caused by the COVID-19 pandemic, MATCH’s application for change brings public sector apprenticeships on an equal footing with private company apprenticeships.The project is closely integrated with the new Migrant Centre of Excellence, with added value in terms of effectiveness, especially from business and counterparts. The project is implemented by the City of Vantaa’s employment services in cooperation with business services, immigrant services and vocational college Varia. The project partners are also Vantaa’s New Business Centre and Vantaa Entrepreneurs. The TE Office is also a crucial partner for the project.
