Joint Employment Service ASKEL

The aim of the ASKEL project is to create a joint service model for employment between the employment administration and the municipality for the management of structurally unemployed customer processes. When the operating environment changes, when the municipal experiment begins, it is necessary to specify the objectives and focus on development activities. The well-started systemic development work in the initial phase of the project will continue in 2021-2022. The aim is to extend the operating model to other municipalities in the work area. In addition, the project will focus on the preparation of the Nordic employment service model. The long-term objective of effectiveness continues to be to overcome the existing structural unemployment and prevent the chronicling of future unemployment. This will lead to a permanent improvement in the availability of skilled labour. The new joint customer relationship process model of the Labour Administration and the Municipality with its elements is strongly integrated into the basic work by implementing it. The aim is to anticipate structural unemployment flows, to pre-empt their decline and to manage current flows so that customer processes are managed seamlessly between the municipality and the employment administration. Service processes are aimed at speeding up the duration of services, thereby making the employment flows of structural unemployment more efficient and shorter than unemployment times. The employment impact of services has been invested in particular by integrating work coaching as part of the new joint service. In the course of 2020, the project has developed a number of precision services that will be implemented quickly for customers, especially in support of skills. The introduction of these services as part of the customer process will be invested in 2021-2022. In the future, efforts will be made to make better use of the potential of the existing service system. Competence development services, social and health services will be better coordinated with the customer’s service process in the new ASKEL operating model.Customers have been strongly involved in developing the operating model since the beginning of the ASKEL project. The entire process of customer control is developed in such a way that the customer’s role as the owner of his/her own process is strengthened. This approach will be continued in 2021-2022.The preconditions for the success of the project and its rooting will be ensured by developing the working capacity of the labour administration and municipal employment management employees and a new culture of co-operation. Staff training to develop a common approach will continue in the project from 2021 to 2022. The basic staff will develop and implement the project’s operating model from the beginning, and this will transform the operating model into basic work. During the project period, the basic work will be reinforced with additional resources for the project. In the future, the operating model will be agreed by a cooperation agreement. In the future, the cooperation agreement will be agreed on the basis of a government proposal.The innovative nature of the project is based on three levels of integration: The service model is integrated by the employment services of the employment administration and the municipality in the management of structural unemployment as comprehensively as possible. Competence development, social and health care services will be more closely linked to service processes. Customer processes are integrated into unemployment flows. The operating model will be anchored and implemented as part of the basic work already through project-based integration. The joint employment service ASKEL project is implemented as a couple project model, where the main project is led by the City of Kuopio and a sister project by the Labour Administration.
