Joensuun Luotsi multidisciplinary service platform for all ages

The Joensuun Luotsi multidisciplinary service platform for people of all ages develops a multidisciplinary service platform in cooperation between different actors, provides intensive individual coaching and procures services according to customers’ needs to achieve employment and training objectives. The project utilises the good experiences of Ohjaamo activities aimed at young people in co-operation between different actors and providing services to the customer at a low threshold. The activities take into account the importance of personal support to customers in finding employment paths and in coordinating the services that support it. The aim of the project is to clarify the operating processes of existing services, to combine the resources of different actors and to provide customer-specific support to all ages, regardless of the duration of unemployment. The starting point of the project is to identify the customer’s service needs in a timely manner and to work with the client in accordance with the objective, so that the process towards the work is planned and uninterrupted. The project also develops a smoother encounter between the jobseeker’s service process and the services supporting the employer’s employment. The aim of the project is to contribute to lowering the unemployment rate in Joensuu to the national level (8.5 %). The aim is to reduce the number of long-term unemployed unemployed to 15 %. The aim is to break unemployment into work, education or services for children under 30 years of age within 3 months and 6 months after becoming unemployed. The project develops a uniform service needs assessment model for the customer and enables individual coaching for at least 80 % of jobseekers benefiting from coaching. The operations consist of a service menu according to customers’ needs and complement services by experimenting with joint procurement between different operators. The main task of the project is to create a multifunctional service platform that provides guidance, coaching and appropriate services for all ages, as well as attaching the services of employers to the platform. Joint premises will be set up for coaching and other employment-promoting services, which will be accompanied by Mr. Ohjaamo providing low-threshold guidance, counselling and other services for children under the age of 30, as well as the corresponding guidance and counselling services to be established in the project for people over the age of 30. The service menu of the project will be set up in cooperation between various employment actors, such as TE-services, ELY Centre, KELA, educational institutions, SiunSote and associations, and will be complemented by a trial of joint procurement of services. The project develops a smooth and consistent customer process in cooperation between different actors. From the current service processes, a multidisciplinary joint service TYP will be attached to the platform, and flexible pathways will be created for social and health services according to the customer’s needs. The customer’s personal coaching and other employment-promoting services are available by means of contact with customers through Tutorial and Luotsi or from the service platform. The project results in a multidisciplinary service platform that is easily approachable and comprehensive from its services to everyone in the Joensuu region. The threshold for seeking services has been lowered and the platform’s service processes are compatible and customer-oriented. With personal coaching and follow-up, the process according to the customer’s goals no longer stops, breaks or is inappropriate. Thanks to the smooth processes of the platform and complemented services, the matching between employers and jobseekers has also improved. After the project, a customer-oriented multifunctional service platform that is constantly updating its services will be customizable and transferable to the current administrative environment.
