Establishment of a unified information system for product, packaging and waste accounting

The Ministry of the Environment of the Republic of Lithuania aims to develop, implement a functional, technologically user-friendly and usable, unified accounting system for products, packaging, waste generation and management, which ensures the achievement of the objectives set out in the State Waste Management Plan and effective monitoring, control and planning of waste accounting in enterprises. The State Waste Management Plan for 2014-2020 noted the lack of a common accounting system for products, packaging and waste (GPA) suitable for planning waste management, assessing the efficiency of waste management and the achievement of waste management targets, lack of reliable data on waste generation and management and regular and systematic analysis thereof. Part of the reports and other documents are submitted in paper form, which increases the administrative burden on economic operators and the workload of the relevant public authorities, and may lead to duplication of data, random entry and other errors. The existing GPA accounting systems are not sufficiently integrated, resulting in a problem of ‘information islands’: information is only available through the relevant information system, and there is no possibility to use automated access for RAAD and EPA GPA accounting data control effectively. Therefore, the Ministry of the Environment envisages establishing a Uniform Product, Packaging and Waste Accounting Information System (GPAIS), which will significantly increase the efficiency of the processes for collecting information relating to GPA accounting, will allow legal and natural persons carrying out GPA accounts to benefit from new electronic GPA accounting services, thus simplifying the implementation of GPA accounting and reducing the time needed. In addition, the service will be provided to its recipients more quickly, as GPAIS will enable faster decision-making and increase the convenience of the service. During the implementation of the project, the GPAIS business model will be developed, the technical and system software necessary for the operation of GPAIS will be purchased.
