The aim of the project is to reduce the factors of the emergence and spread of corruption in the public sector by developing the competences of contracting authorities in the field of pre-commercial and innovative public procurement. During the implementation of the project, an expert network of expertise, methodological information, model documents and training for the staff of contracting authorities will be established. The implementation of the project will increase the competence of the employees of the contracting authorities in drafting new types of public procurement documents, carrying out the supervision of procurement contracts, thus creating preconditions for greater transparency of the new type (innovative and pre-commercial) public procurement, minimising the risks of corruption manifestation in the purchase of innovative products by Lithuanian contracting authorities.
