The project “Leder time 3” is a national initiative for members of the educational community (staff of educational institutions, employees of municipal administrations, employees of the Ministry and its subordinate institutions, parents and other persons representing educational communities). The aim of the project is to establish a leadership-friendly infrastructure in the Lithuanian education system, ensuring the concentration of the community of educational leaders at national, municipal and school level for the success of learners’ learning (vocational capital). The project aims to establish continuous renewal and a higher learning culture. The first partial objective of the project is to increase the educational community’s leadership capacity in the development and implementation of regional systemic change projects (decision capital), the second partial objective: the implementation of a unified and integrated system of competence development of leaders at all levels (human capital) and the third partial goal is the creation of a network of professional mutual assistance of educational leaders, expanding opportunities for learning, sharing experience and cooperation in Lithuania and internationally (social capital). To this end, projects for strengthening leadership infrastructure, i.e. systemic change, will be developed and implemented in municipalities (45); implementation of Formal Education Leadership Study Programme (210 students) and non-formal education leadership training programme (1350 participants, including 60 representatives of foreign Lithuanian communities); a network of professional education leaders’ mutual assistance was created, expanding the possibilities of learning, sharing experience and cooperation in Lithuania and internationally through educational leadership forums — website www.lyderiulaikas.smm.lt , project alumni networks, international educational leadership networks.
