There is currently untapped potential on the Neris coasts for active leisure, health promotion, community activities, untapped business and investment opportunities, high environmental pollution and noise, and a lack of high-quality low-emission infrastructure. The existing infrastructure does not meet the needs of the target groups — the population wants active and high-quality leisure, clean transport, and business — to have favourable conditions for development. To solve the problem, a project is initiated, the aim of which is to contribute to creating conditions for business development and start-up and to carry out active leisure activities of citizens by promoting employment of residents in Vilnius city. During the project, bicycle and pedestrian paths, lighting, rainwater, small architecture, greenery will be installed on both sides of the Neris River. The project will increase the accessibility of the population in the central part of the city, the construction of cycle paths will lead to the reduction of air and noise pollution, and the quality of leisure time of residents in the city will improve: pedestrian and cycling paths will allow for high-quality active leisure time, and a new level of coastal infrastructure will prevent accidents. However, by improving business conditions and increasing demand for services (catering, active recreation equipment, event organisation, etc.) provided by the remediated areas, service companies are expected to increase their activity and create new jobs as a result of increasing visitor flows.
