On 7 September 2010, the European Commission adopted a communication entitled ‘A Digital Agenda for Europe’. It sets ambitious and continuous objectives for Europe’s further digital development. Broadband targets: high-speed broadband must be available by 2020, with all EU citizens having access to broadband connections of 30 Mbps or above. The main problem that currently exists is identified in the Lithuanian Rural Development Programme 2014-2020: the differences still exist between urban and rural people’s access to high-speed internet connections and the lack of satisfaction of the rural population’s need for broadband internet access in all rural areas and the development of public electronic services. The solution to this problem is the provision of missing broadband infrastructure in areas where there is such a need. In order to achieve these objectives, the development of Next Generation Access (NGA) is needed, which requires the development of an investment project.
