Modernisation of the infrastructure of child socialisation centres

According to the Law of the Republic of Lithuania on the Minimum and Medium Care of a Child, criminal children with behavioural disorders are subject to a medium-care measure — when the child is educated, cared for and assisted in a child socialisation centre. The activities of these institutions and the environment, the educational measures applied in the country are changing, gradually moving from the institution of the place of execution to the concept of the institution seeking to resocialise the child. Legislation regulates the environment of children’s socialisation centres, emphasising that educational, attractive, safe, aesthetic, cosy, functional physical environment of the centre and a family living environment developing social skills must be created. Currently, the existing infrastructure of the country’s child socialisation centres is not regulatory and is not focused on the home environment — most of the buildings were built at a time when the concept of “child prison” was predominant. After analysing the current situation in the child socialisation centres in the country, it can be concluded that none of the existing centres currently meet all the requirements for the environment of the centre. Most centres require refurbishment of premises, overhaul of sanitary units, heating, water supply and sewerage systems, adaptation of residential premises to the family environment, as well as the provision of educational spaces with modern, educational equipment and training facilities. The centres lack suitable spaces for non-formal education, practical training, various and targeted (educational, socialising) leisure activities. During the implementation of the project, new living rooms will be built in the functioning center of Gruzdis Children’s Socialisation and modernised and adapted for children’s socialisation in newly created centers in Gailiai village, Lioliai sen. (Kelme district) and Kunionys (Kėdainiai district). All these centres will be equipped with equipment, furniture, training facilities. Other existing centres are gradually planned to close
