Panevėžys City Culture and Recreation Park is one of the largest public spaces in Panevėžys city, but it is a little attractive public space for visitors and residents of the city. A fundamental problem is the wear-out and lack of existing recreational and active leisure facilities. The park does not have favorable conditions for high-quality recreation, active activity, there is no opportunity to increase the flow of visitors and the employment of residents. The existing bicycle and pedestrian paths in the park are in poor condition and insufficient, there is a lack of children’s playgrounds, community-friendly active recreation places, small architectural elements, lighting system outdated, uneconomic and insufficient. The park is unsafe, visitors lack parking places. The aim of the project is to contribute to the creation of favourable conditions for the employment of residents and the development of community activities of the residential area in the target area of Panevėžys city. In order to achieve this objective, it is planned to upgrade the public infrastructure of the Culture and Recreation Park. As part of the project, the park area will be renovated, new and renovated existing bicycle and pedestrian paths, lighting networks, part of pavements, elements of small architecture, regenerating greenfields, beach, children’s playgrounds, universal sports grounds, 3 new car parks, video surveillance cameras and other necessary infrastructure renovation works will be carried out. After the implementation of the project, the result will be achieved — the public space has been cleaned and adapted for quality rest, recreation and leisure time for residents and guests of the city. The results of the project are expected to improve the image of Panevėžys city, contribute to the attractiveness of the investment and business environment, improve the quality of life, create conditions for the flow of visitors and increase the employment of the population.
