The main problem for which this project was initiated is the lack of development, inefficient and non-modern infrastructure for the separate collection of municipal waste in the Jonava district. In order to ensure the fulfilment of the public municipal waste management tasks set out in the strategic documents, and in order to reduce visual pollution and odours to residents living near container sites, it is necessary to develop and modernise the system of separate collection of municipal waste in Jonava and Rukla, and to convert existing above-ground containers into semi-underground containers. During the project, it is planned to install semi-underground container sites in Jonava and Rukla for the collection of municipal waste and secondary raw materials (glass, paper, plastic) and the purchase of overground containers for textiles. In the garages and garden communities located in the city of Jonava, it is planned to install ground areas for secondary raw materials. The project aims to reduce the amount of municipal waste disposed of in landfills and provides for investments in waste collection infrastructure, i.e. containers for separate collection of secondary raw materials, textile waste containers and mixed municipal waste containers, and the project aims to achieve the result — the proportion of municipal waste landfilled in Jonava district municipality ~ 35 % in 2023. The project also aims to ensure high-quality and accessible waste collection and pre-sorting services; improve the living environment and reduce visual pollution and odours for residents living near reconstructed container sites.
