Renewal of the city public transport vehicle fleet in Vilnius city

In recent years, the number of residents of Vilnius city and the number of “daily residents” entering the city has steadily increased, leading to increasing flows of individual vehicles on the streets of the city, increasing congestion, air pollution, and longer journey times. Increased use of urban public transport would at least partially mitigate these problems, but public transport services are currently often not meeting consumers’ expectations, and do not meet their needs, which encourages car use rather than public transport. Although the network of trolleybus routes, especially in the central part of the city, is very well developed, the existing fleet is largely depreciated, the trolleybuses are technically and morally outdated, their operating speed is low, and the comfort of passenger travel is poor. During the last decade, the trolleybus fleet has not been renovated at all, so the average age of trolleybuses is now over 22, and about 57 % of the fleet is 20-25 year old trolleybuses. The vast majority of trolleybuses are not adapted to people with disabilities or to people with special needs, which exacerbates their social exclusion. In 2016, almost 55 thousand passengers were transported by trolleybuses in Vilnius. In order to improve the quality of the Vilnius city’s public transport services and passenger service, to encourage residents of the city to make more use of public transport, it is necessary to upgrade obsolete and worn vehicles. As part of the project, the administration of Vilnius City Municipality plans to purchase 41 new low-rise trolleybuses that will replace the same number of trolleybuses older than 20 years old. The implementation of the project will improve the conditions of travel by trolleybuses, the quality of public transport services, encourage residents and city guests to make greater use of public transport, contribute to increasing passenger flows, contribute to the reduction of social exclusion and the implementation of the universal design principle.
