The city of Panevėžys has limited natural resources, therefore, the Nevėžis River, its coastal and Ekranas factory pond (also known as the Ekran Lagoon), located on the eastern outskirts of the city, is identified in the general plan as an area with the highest recreational potential, but the existing public infrastructure is unattractive and underdeveloped for community activities, recreation and leisure, and does not enable the population to increase socio-economic activity and the creation and development of the business services sector. As part of the project, it is planned to develop the area near the “Ekranas” lagoon by removing low-value trees and shrubs; additionally planted trees and ornamental shrubs; to install new and upgrade existing pedestrian and cycling paths (the section of the bicycle track from Pabande pl. bridge to the bridge over the Nevėžys river at J. Biliūnas street); to clean up and open the coast of the river Nevėžis by equipping access to the river (bathings, braids); to create a quiet and active recreation and water entertainment infrastructure (children’s playgrounds, simulators, sports playgrounds, dog landing grounds, marina, boat launching place), to ensure convenient transportation and parking; install lighting and small architectural elements (garbage boxes, benches, bicycle stands). The project will exploit the public space near the coast of Ekranas lagoon, improve the aesthetic view of the city, create conditions for community activities, recreation, employment and create conditions for local business promotion.
