The aim of the project is to develop a methodology for determining the reasons for inaction of electricity meters with inoperative/non-operating voltage coils and elements of similar applications, and to provide objective conclusions. Due to the inaction of one or more voltage coils/equivalent elements in electric metering devices, the meter shall not calculate part or all of the electricity consumed. The causes of dysfunction of the elements can be various: natural discharge of electricity (lightning), industrial defect, short circuit current, poor contact of current parts, intentional damage to the elements after exposure to special devices with the purpose not to account for the consumption of electricity, etc. Currently, the Company cannot identify the reasons that could have led to the failure or damage of the element. The ESOs operate in a strictly regulated environment. The Law on Electricity of the Republic of Lithuania provides that ESOs, as a distribution system operator, where no licence for public supply activities is granted to another person in the area specified in the licence for the distribution of electricity, must also carry out the activity of public supply of electricity, ensuring the safe and reliable supply of electricity to final customers in accordance with the procedure and conditions laid down in this Law and its implementing legal acts, in order to protect the rights and legitimate interests of such consumers in relation to the consumption of electricity to meet their daily needs. During pre-commercial procurement, a methodology would be developed to enable the ESOs to identify and present objective conclusions on the causes of failure/damage of electricity meters and to be used to address the problem described. The developed methodology and service will be used to determine the actual causes and responsibilities of inactive voltage coils/equivalent elements for intentionally damaged elements.
