Establishment of an evidence-based Centre of Excellence in Management

This project aims to improve the capacity of the Government and Ministries to address long-term and horizontal strategic issues, as well as to stimulate innovation in policy-making or in the implementation of state challenges. Lithuanian state development planning lacks adequate public policy analysis competences, lacking the use of good foreign practice and innovation of public policy, systematic evaluation of strategic issues and analysis of their cost-benefits. The aim of this project is therefore to: the creation of an evidence-based management competence centre (hereinafter referred to as “the Centre”) under the Government Chancellery, which will carry out cost-benefit analysis and systematic assessments on strategic issues in public policy areas (enhancing competitiveness of human resources, better regulation, enhancing research, experimental development and innovation (R & D & I) competitiveness, assessing the scale and impact of the shadow economy, etc.); — developing consistent evidence-based public policy practices at national level. The creation of the Centre will allow for more objective, data-explained and more transparent legislation. And for smoother reforms at national level and will contribute to more efficient public governance, effective inter-institutional cooperation and active design and management of the public policy process. The results of the Centre’s activities will be used by the Government, ministries, other public administration institutions to make systemic decisions.
