The main activities of the project are: 1) analysis and summary of the situation (good and bad practices in other countries in the water sector will be analysed; an overview of companies based on the current 10 regional model); 2) analysis of public drinking water supply and/or waste water management areas (analysis of the criteria for the designation of such areas will be carried out with proposals for improvement of these criteria as well as in the case of separation of agglomerations; analysed; the analysis or analysis carried out and the assessment of the need for such allocation criteria for the implementation of the solutions adopted in the infrastructure development plans; the capacity to fulfil the commitments set out in these plans; an analysis of public areas has been carried out; proposals to improve the preparation of infrastructure development plans); 3) analysis of the assets of companies operating in the water management sector (data will be collected from public territories and municipalities on assets necessary for the provision of services, i.e. assets for which maintenance costs are included in the price); 4) Analysis of options for consolidation (the following options will be analysed: Option 0 “Status Quo”; the merger of municipal enterprises into a single regional enterprise (all 10 enterprises); merger of municipal enterprises on the basis of large cities (5-7 companies in connection with the merger of a service provider); merger of a municipal enterprise into a single enterprise); (5) Proposals for a plan for the implementation of the preferred option. Expected result of the project: the preferred option has developed a model for the reform of the water sector (the consolidation of businesses), which could be used to develop a legislative and legislative legislative framework for reform (company consolidation).
