The aim of the project is to improve students’ educational achievements by implementing changes in municipalities and schools. In order to introduce a data-based quality culture (the concept of quality — assessment — improvement), it is planned to work in a targeted way with the founders of schools and 180 schools of general education, consisting of two target groups, 30 schools with strong expression of good school characteristics and 150 schools with weak expression of good school characteristics. The improvement of school performance will take place in a coherent manner: the external evaluation of schools, the development of school improvement plans (FVO plans), the two-year implementation of activities in schools and the assessment of progress made by schools. The NFMA will carry out an external evaluation. The FVO plans for 150 low-resolution schools will be supported by consultants and 30 strong-resolution schools will develop their FVO plans on their own. The quality basket funds will be allocated for the implementation of the activities set out in the plans. Progress has been made, to be assessed two years after the completion of the implementation of the FVO plans. The progress of schools with a weak expression of good school characteristics will be assessed by the project partner NMVA, and schools with a strong expression of good school characteristics will carry out self-assessment of their activities. In Phase II of the project, another 90 schools of general education will prepare the FVO and allocate quality basket funds to the implementation of planned activities. It is expected that the implemented project activities (external evaluation, support for the improvement of school activities and assessment of their progress) will serve as a basis for the systematic practical implementation of quality culture in the country.
