Optimisation of the network of higher education institutions and improvement of the quality of studies by connecting Šiauliai University to Vilnius University

Lithuania faces challenges that hamper the potential of higher education: the current number of HEIs is too large to achieve the required network efficiency, the number of enrolments continues to decline rapidly, the number of study programmes with low student collections is increasing, the share of expenditure on the economy and administration is increasing, as well as the use of international mobility of students and academic staff is relatively low. The teacher training system in Lithuania is characterised by a high level of fragmentation, overlaps and inefficiencies: In 2017, 16 higher education institutions trained teachers in Lithuania, more than one hundred programmes of education and education studies were registered. It is estimated that about 1000 students join each year, but only a quarter of graduates are employed as teachers after graduation, while in 2015-2016 50 % of teachers were over 50 years old. In the context of these challenges, a reform of the university network is being carried out to mobilise research and study resources, creating preconditions for improving the quality of studies and increasing international competitiveness. Vilnius University (hereinafter — VU) and Šiauliai University (hereinafter referred to as “ŠU”) (VU and ŠU collectively referred to as the Project Organisation) participate in the reorganisation of Lithuanian higher education institutions. VU is the strongest classical university in Lithuania, located in the highest international rankings from all higher education institutions in the country. Šu is one of the most important educators training higher education institutions, where teachers have been trained for 7 decades, and the academic community has mobilised strong resources for teacher training. The project aims to contribute to the improvement of the quality and competitiveness of the Lithuanian education system, the fragmentation and fragmentation of higher education and the solution of inefficient management problems by connecting Šiauliai University to the Vilnius University. Šu is reorganised by the way of connection to the VU, on the basis of which the VU structural division — Šiauliai Academy — is formed.
