Development of the Subsystem for Fertilisation Planning and Fertiliser Use Accounting and Uniform Methodology for the Preparation of Fertilisation Plans

The Water Sector Development Programme 2017-2023 states that after analysing the factors determining the status of surface water bodies, it can be said that the status of surface water bodies is most negatively affected by diffuse pollution, mainly from agricultural activities. Diffuse agricultural pollution consists of leaching of nitrogen and phosphorus compounds entering the soil with livestock manure and mineral fertilisers into surface water bodies. Therefore, the implementation plan of the Government of the Republic of Lithuania and the Action Plan for the implementation of the Water Sector Development Programme 2017-2023 approved by the Ministers of the Environment and Agriculture of the Republic of Lithuania contain specific measures aimed at reducing pollution of water bodies from agricultural pollution sources. This project aims to improve the integrated management of water resources. To this end, public procurement is envisaged to implement the following measures for the protection and management of water resources: 1. Develop a unified methodology for drawing up fertilisation plans (hereinafter referred to as “the Method”). The objective of the measure is to develop, on the basis of scientific studies on agrochemical processes, a unified methodology for the establishment of fertilisation plans for the establishment of common criteria for fertilisation plans in order to calculate the optimum fertiliser content for different crops in order to prevent soil re-fertilisation and nutrient leaching into water bodies. 2. Establishment of an information system for the receipt of applications for fertiliser planning and accounting for fertiliser use (hereinafter referred to as the “Posetem”). The aim of the measure is to reduce pollution of water bodies from agricultural pollution sources by developing tools that will help to compile and structure data on the quantities of organic and mineral fertilisers (by active substance) consumed in agriculture. Additional tools will contribute to optimising land fertilisation by saving economic operators while ensuring more effective environmental protection. 3. Integration of the methodology into the subsystem.
