From guardianship to opportunities: development of community-based services

In Lithuania there are 38 residential care institutions for people with disabilities, where 6.1 thousand adults with disabilities live, more than 51.6 per cent of them have mental disabilities and intellectual disabilities — more than 35.4 per cent. People with disabilities living in institutions are excluded from society, often spend their entire lives in closed spaces, have little or no contact with the outside world. The aim of the reform of the institutional care system in Lithuania (hereinafter referred to as the “Reform”) is to create a system of services provided in an integrated manner, which would allow a disabled person or his family (guardians, carers) to receive individual services and the necessary assistance in the community. The proposed project is dedicated to the implementation of phase II of the transition, which foresees the provision of new forms of community-based services to target groups. During the project, new forms of community services for disabled people of working age with mental and mental disabilities will be developed: 1) social workshop services, 2) sheltered housing services, 3) assisted employment services, 4) decision-making services. The target group of the project is adults with mental and/or mental disabilities, employees in the field of social services. Indirect beneficiaries: families (guardians, carers) of persons with intellectual disabilities and/or mental disorders. It is planned to provide a range of community-based services to at least 1102 people (of which 1000 unique persons) with mental or mental disabilities. The project is planned to be implemented in 36 municipalities divided into 6 regions (Vilnius, Kaunas, Šiauliai, Marijampole, Tauragė, Telšiai). The project will provide new forms of services for adults with mental and mental disabilities in order to increase their independence, promote their integration into the labour market, local communities and social life. The activities of the project will contribute to the adaptation of persons with disabilities in society and the reduction of negative attitudes towards people with disabilities.
