The aim of the project is to improve and improve the existing framework for planning, evaluation and monitoring of investments in ICT projects with a view to the efficient use of ICT investments (regardless of the source of investment). The project shall have the following tasks: 1. Develop a methodological framework for ICT investment management and use, including identification, planning, assessment and monitoring of ICT investment needs, and prepare legislative proposals. — Define the concept of ICT investment, process actors, their rights and obligations and responsibilities, define the concept of investment in ICT and the life-cycle phases of ICT investment projects and their processes. Provide an effective organisational and legal framework for centralised identification, planning, evaluation and evaluation of ICT investment needs. — Develop indicators for the identification, planning, implementation and measurement of ICT investment needs. 2. Expand and develop the necessary tools/tools for managing ICT investment data — planning, evaluation and monitoring of investment projects. — Put in place the technical tools needed for the collection and processing of data for monitoring ICT investments and results by modernising the ESPIS. The technical means required for the performance of the ICT and IBP analysts are specified using the CIR tools and the data available in the CIR and using the data layer envisaged for the project implementation. Project target groups are employees of public management institutions, i.e. persons working in a budgetary institution owned by the state or municipality and/or in a state or municipal enterprise and/or in a public body owned or co-owned by the state or municipality and/or in an association and/or in a public limited company or private limited company in which the state or municipality owns more than 50 percent of the votes in the general meeting of shareholders authorised by law to participate in the public management process.
