The main objective of this project proposal is rehabilitation of road III-866 Smolyan — Stoikitite — Shiroka bow from km 8+ 225.53 to km 11+ 557.32 and km 26+ 600 to km 50+ 484.86, improvement and modernisation of the technical and operational characteristics of the section and achieving uniformity of the road surface. The implementation of the project will lead to: increasing the mobility of the population, increasing investment in the region, creating new jobs, improving the state of the environment by reducing the emission of harmful greenhouse gas emissions and allowing more choice to health and education services for the local population, as well as stimulating the development of tourism. Through the implementation of rehabilitation of road III-866, the needs of the population of the South-Central region of Bulgaria, especially the inhabitants of Smolyan district, as well as transit through the region, will be met. The main activities set for the successful implementation of the project are: — Formation of a project management team to manage and coordinate all activities and participants in the implementation of the investment proposal; — Selection of a contractor for carrying out construction works, signing a contract with him and carrying out rehabilitation of the site; — Selection of the contractor of construction supervision (Consultant) of the project, signing a contract with it and providing consulting services; — Carrying out author’s supervision of the site; — Carrying out an audit of the project by a certified auditor; — Selection of contractor of information and publicity of the project, signing of a contract with it and execution of information and publicity of the project; — Commissioning of the site, verification of costs and reporting of the results achieved.
