Enhancing the capacity of employees in the field of child protection, social services and social assistance

The project is designed in response to the need to upgrade and enhance the institutional capacity of the Agency for Social Assistance (ASA) for the realisation of its public role in the field of social assistance, social services and child protection, creating the conditions to implement in practice new approaches to planning, implementing, monitoring, evaluating and controlling the system of social services and social assistance. The activities envisaged include employees of the ASA, municipalities, social service providers and structures of state institutions, which are key participants in the necessary integrated care models by their inherent activity. The Regional Coordinating Units established under the project will take over the main part of the organisation and delivery of the trainings, given the wide range of targeted persons. The establishment of specialised support teams and crisis intervention involving a wide range of professionals will allow to fully address challenges of various natures that accompany the provision of social services to different groups of people — children and adults. The specialised training and support provided under both axes will increase the professional competence for more effective and efficient performance of the duties of the staff of the APA and the teams of social services. Through the targeted trainings under PO 3 for practical work with the information system of the employees of the territorial structures of the APA, municipalities and social service providers, a number of problems arising from the lack of a unified database covering all aspects of the Agency’s activities will be overcome. New approaches to the planning, implementation, monitoring, evaluation and control of the social services and social assistance system will be put into practice, which will create an objective basis for the introduction of new processes and models for the planning and implementation of social services policies.
