The project proposal is in line with Operation 1 of the updated Action Plan for the implementation of the National Strategy “Vision for deinstitutionalisation of children in the Republic of Bulgaria”, adopted by Council of Ministers Decision No 859 of 13.10.2016. The project proposal “Continuous support for deinstitutionalisation of children and young people” is aimed at implementing activities that are complex in relation to the ongoing deinstitutionalisation process. The strategic objectives correspond to the ongoing process of deinstitutionalisation of child and youth care. In the course of the ongoing reform, efforts are important to ensure the rights of children who, for one reason or another, cannot be raised by their biological families. In order to guarantee children’s rights to a family environment and access to quality care and services according to their individual needs, an up-to-date and adequate assessment is essential. The assessment for monitoring the individual development of children and young people accommodated in DSDLG, DMSG and Family-type Accommodation Centres for Children/Young Persons with Disabilities (CNSTDMU). An in-depth individual assessment of children’s needs, parental capacity assessment and an up-to-date care plan will be prepared according to the assessment. The appropriate social service in the community will be identified to support the child in its development until they are taken into a family environment, as well as identification of the respective territories where there are suitable services for the particular child. The implementation of the activities set in the procedure will contribute to ensuring quality alternative care of children and young people accommodated in the Homes for Children Deprived of Parental Care (DSDG) and the Homes for Medico-Social Care for Children (MDCDs), as well as updating the assessment of the needs of children with disabilities accommodated in Family-type Accommodation Centres and their parents.
