Completion of preparatory activities necessary for the start of the construction of the Bulgaria-Serbia Interconnector

Bulgartransgaz EAD is the owner and licensed operator of the gas transmission system on the territory of the Republic of Bulgaria, serving for the transmission of natural gas to gas distribution networks and industrial users in the country and to countries of the Balkan region, as well as a licensed operator of the underground gas storage facility in Chiren. According to the licenses issued by the State Energy and Water Regulatory Commission (SCEVR, now KEVR), it is the company’s obligation to make investments in the development and maintenance of the networks in order to ensure the continuous and efficient transmission of natural gas in the country. The investments are in accordance with an annual updated 10-year plan, which is approved by the EWRC, and the Bulgaria-Serbia Interconnector is part of the plan. In May 2018, a joint declaration on the construction of the interconnector was signed between the Energy Ministers of the Republic of Bulgaria and the Republic of Serbia, whereby a declaration and with the agreement of the European Commission Bulgartransgaz EAD was designated as project promoter and future operator of the interconnector on Bulgarian territory. By receiving the project from the Ministry of Energy, Bulgartransgaz EAD undertakes to complete the preparatory works necessary for the start of the construction of the interconnector. The project proposal aims to complete the preparatory works and to obtain the necessary permits and other documents required by the national legislation, as well as to acquire rights over the properties affected by the pipeline route as a prerequisite for issuing building permits. The following more important activities will be implemented to achieve this objective: acquisition of source data, carrying out studies and analyses, completion of rescue field archaeological studies, amendment of the Detailed Spatial Plan (SPP-PP, PRP), elaboration of investment project in the technical project phase, acquisition of property rights and establishment of easement.
