“Modernisation of the railway section Septemvri — Plovdiv: part of Trans — European rail network — construction of four road overpasses”

The project for the construction of four road overpasses is part of the project “Modernisation of the railway section Septemvri — Plovdiv — part of the Trans-European Railway Network”, which is implemented under OPT 2007-2013 in Priority Axis I — Development of railway infrastructure along the trans-European and main national transport axes. By Decision No 509 of 8 July 2011 of the Council of Ministers, the project for the modernisation of the Sofia-Plovdiv railway line was designated as a site of national importance. The project includes the construction of four road overpasses, the construction supervision of the construction works, the expropriations of the land necessary for the construction of the overpasses, publicity and visualisation activities and unforeseen costs related to the construction. The railway line will be put into operation with restored existing temporary road crossings until the construction of 4 overpasses. The main construction activities of the four overpasses are: construction of construction, road part — laying of asphalt, drainage of road lanes and facilities. The two projects will be put into operation on their own. The appeal of the Consultant’s selection procedure on the main project, delayed the contractors’ work programmes, and this led to delays in starting the procedures for approving the PUP and launching the land expropriation procedures necessary for the construction of 4 road overpasses. The length of coordination procedures with the relevant institutions (municipalities, district directorates, ministries) also led to further delays. All of this makes it necessary to split the project into stages/phases. The phase-out of the major project in two programming periods is aimed at achieving completion of the project without compromising its entire scope.
