Feasibility Study for Establishing a System for Electronic Exchange of Information in Bulgarian Ports (Port Community System — PCS)

Port COMMUNITY SYSTEM (PCS) is a standardised electronic platform that connects several information systems and allows smart and secure exchange of information between stakeholders. The Platform aims both to improve the competitiveness of seaports and to optimise and manage port and logistics processes through a single submission of data. Pcs provides a huge variety of services such as easy, fast and efficient exchange of information, electronic processing of customs declarations and all information about the import and export of containers, general and bulk cargoes, etc. Currently, in the Republic of Bulgaria there is no vision for the construction of PORT COMMUNITY SYSTEM (PCS). In this regard, this project provides for the development of a common vision for the construction and implementation of PCS, the development of a model and basic functions of the system for electronic exchange of information in Bulgarian ports, the development of documentation for the selection of a contractor, the preparation of amendments to the legal framework related to the establishment of an information system for the port community. The project “Preliminary Study for Establishing a System for Electronic Exchange of Information in Bulgarian Ports (Port Community System — PCS)” is a preparation for the establishment of a centralised and automated system for the exchange of information and documentation between maritime transport authorities and various port users. The system will facilitate port operations and the exchange of information in the port, while ensuring a high level of data quality and integrity.The start of the project is foreseen for April 2017.
