The project proposal aims to provide support to the Ministry of Energy (ME) in developing territorial just transition plans (JTPs) in eight energy-intensive regions in Bulgaria — Haskovo, Sliven, Yambol, Varna, Burgas, Lovech, Gabrovo, Targovishte, which will be among the most affected by the transition to a climate neutral economy due to the European Green Deal. The activities to be carried out by ME, with the support of the International Bank for Reconstruction and Development (IBRD), are: definition of methodology, institutional aspects, communications and timing for the preparation of the TAPS at area level; development of a justification for the most affected areas due to the carbon/intensive industry (non-coal areas) — Varna, Haskovo, Burgas, Lovech, Gabrovo, Targovishte, providing recommendations for stakeholders, as well as for the assessment of the TAPS; conducting public consultations. Activities to be carried out by the IBRD are: an assessment of the economic, social and territorial impact of the climate transition, preparation of an analysis with those affected by the process of territorial decarbonisation, economic activities and industrial sectors; identification of development needs to address the challenges of the transition, in relation to the European 2030 development goals and to achieve climate neutrality by 2050, expected objectives and results; analysis of consistency with other national, regional or territorial strategies and plans; identification of types of operations, within the territorial decarbonisation process, expected contribution, analysis of programme-specific results and transition indicators. On the basis of the IBRD’s analyses and evaluations, ME will prepare the TAF for the eight regions also needed to complete Annex II of the JTF Regulation. The IBRD reports will be adopted by a Management Committee with representatives of the ME, the relevant bodies — the MRDPW, the MLSP, the Ministry of Environment and Water, the Ministry of Environment and Water and the local authorities.
