Patronage care for the elderly and disabled — Component 1

The aim of the project is to improve the quality of life and the opportunities for social inclusion of people with disabilities and the elderly by providing a network of services in the home environment and building appropriate (material and personnel) capacity for their provision by introducing a model for patronage care for elderly people and persons with disabilities, including chronic diseases and permanent disabilities to provide hourly mobile integrated health-social services in their homes. This model will structure and standardise the provision of health-social patronage care by municipalities. It is envisaged to develop a specific training programme for healthcare professionals and social services professionals who will provide patronage care. It is envisaged to develop a programme/methodology for the provision of patronage care, which will give uniform guidance to the municipalities providing the services. It is envisaged to develop quality of service standards as well as to monitor the training process and oversee the provision of the service for resource efficiency. The implementation of these activities will contribute to the provision of a new type of integrated long-term care services in the community that is of the necessary quality and accessibility, and will contribute to the process of deinstitutionalisation of care for people with regulated and elderly people. The project will be implemented throughout the country, with a duration of 30 months and a total budget of BGN 200 000.
