On 11.03.2020 The World Health Organisation (WHO) has identified the spread of COVID-19 as a pandemic, i.e. a comprehensive epidemic characterised by the emergence of a new virus or infectious vehicle against which the human population is immune. A major complication caused by COVID-19 is bilateral interstitial pneumonia, which often requires urgent invasive or non-invasive lung ventilation. The first cases of COVID-19 in Bulgaria were registered on 08.03.2020 in the towns of Pleven and Gabrovo and by 31 March 2020 in 21 out of 28 districts of the country were registered sick. In view of the expectation of an increase in patients and an analysis of the material and technical care of the medical institutions, it was found that in order to strengthen and develop the possibilities for diagnosis and treatment of patients, investments are needed in the following areas: Apparatus for invasive respiratory ventilation, beds, specialised portable unit, specialised equipment for COVID-19-laboratories; Diagnostics for primary and confirmatory diagnostics for hospital care (LZBP) and scientific and applied laboratories/National Centre for Infectious and Parasitic Diseases (NCPPD); Supply of Personal Protective Equipment (PPE) to RZI Hospitals, CTMH and CSMP. The implementation of these investments will provide on the one hand the necessary level of equipment in LD, where COVID-19 patients will be treated, as well as the structures that carry out the research and diagnosis of the disease, and on the other hand will provide the necessary protection to medical and non-medical personnel who will have direct contact with the sick. This will enable the country to minimise the risk of complications and death, as well as to provide a high level of medical services to citizens in accordance with the specific objective of PO 4 under which the procedure is implemented: improving the capacity of the national health system to respond to crises.
