The project proposal “Support for equal access and personal development” outlines the overall process of inclusive training. The term “inclusive training” has gained popularity in the school and parent community. In the description of the project, it is used as a synonym for the term “inclusive education” enshrined in the new Pre-school and School Education Act. The creation of a supporting environment for inclusive training started within the project “Inclusive Training” under the Operational Programme “Human Resources Development 2007-2013” (HRD OP). In established pilot kindergartens and schools, the necessary specialists were appointed, through which an individual approach was carried out in accordance with the individual needs of each child and pupil. A number of good models and practices in the field of inclusive learning have been developed in accordance with the principles of equal access to quality education and inclusion of every child and pupil, equality and non-discrimination, as well as in accordance with the process of deinstitutionalisation. The analysis of the model of inclusive learning pointed to the good results achieved, but also highlighted some difficulties and problems, mainly related to the early intervention of training difficulties and the insufficient training of the teams of specialists and teachers in kindergartens and schools. It was found that one of the most serious challenges remains the development of the educational system’s capacity to implement the process. This project proposal will therefore continue and complement the previous activities with a focus on the training of all those working in this field, while the scope of the institutions should be extended. 6 main activities are foreseen to support the training and personal development of children from 3 to 6 years at risk of learning difficulties, children and pupils with special educational needs and pupils with deviant behavior.
