The implementation of Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks requires action to reduce the risk of adverse effects on human health and the environment and is part of the Common Implementation Strategy of the Water Framework Directive. A major step in this direction is the establishment of a National Water Management System in Real Time (NWRS), which is an integrated inter-agency tool for operational monitoring and management of internal waters in the country with one management unit for decision-making. The system will provide web-based monitoring of the rapidly changing characteristics of the water cycle (driving, snowmelting, river run-off) and forecasting of river flow in order to make effective management decisions and proper distribution of tasks among all government structures involved in the management and operation — Ministry of Environment and Water, BD, NIMH, NEC EAD, Napoitelni systems EAD, district and municipal administrations, etc., in high water and in periods of drought. The construction of the system is planned in two phases and the present project proposal includes the first stage — the construction of a Water Management System in the Iskar River Basin (SUV — BRI) in order to prevent possible gaps. The basis for its construction is the existing real-time hydrologic information system, which, if proven necessary, will be optimised and upgraded with telemetric automatic devices. The system will forecast in the short, medium and long term the country’s inland water resources, assess the risk of flooding and drought and perform functions related to water management and protection against its harmful effects, enabling timely decisions and reactions from both administrative structures and the public.
