The COVID-19 outbreak in 2020 has put unprecedented pressure on an EU-wide ecosystem tour and a tour facing a major liquidity crisis. Revenue losses at a level of 85 % for tour operators and travel agencies (TO and TA) by mid-year compared to the same period last year. On a national scale, the spread of socio-econ effects of the pandemic has had an impact on tourism and related services, which were, and are at, a significant risk of aggravating the observed trend of discontinuing their activities. In this context, an urgent need to take measures with national coverage to provide support to SMEs performing TA and TA activities to provide working capital for activities needed to address the shortage of funds to address the effects of COVID-19 as a way to ensure their stability, resilience and jobs has been identified. Among the target groups are SMEs registered under the CTA as performing TA and TA activities and develop their main icon activity in one of the following sectors, under/CID — 2008/: 79.11; 79.12. The project proposal under this procedure and the activities included therein comply with the principle of effectiveness and efficiency, and the activities envisaged under it ensure the achievement of the objectives of OPIC and SO and results of IP 2.2. “SMEs Growth Capacity” of PO 2 “Entrepreneurship and SME Growth Capacity”, with the most appropriate cost-benefit ratio. As a result of the implementation of the activities envisaged under this project, a positive impact is expected for the development of Bulgarian SMEs in the sector by providing support to SMEs registered under the CTA as TO and TA for activities necessary to overcome the funding gap or lack of liquidity resulting from the COVID-19 outbreak.
