In the period 2013-2014 NAMRB held more than 200 useful trainings for employees in municipal administrations under OP “Administrative Capacity”. 5,760 municipal officials were trained and a web-based platform was developed to support the training process (www.namrb.obuchi-se.org). An important result of the project is the established networks of experts and more than 400 trainers on the main areas of activity of the municipal administration. Given the specific competences of employees in municipal administrations, trainings need to be upgraded and expanded. The proposed project for funding will target municipal employees of employment and employment in specific municipal spheres of activity directly related to basic public services. It is necessary to focus efforts for the training of employees in municipal administrations in three main directions:1. Face-to-face training covering new areas of activity (ownership management, etc.).2. Continuation with building on face-to-face and remote trainings on:- topics with adopted entirely new legislation (educational and social services, disaster and crisis actions, etc.) — topics where massive gaps and weaknesses are allowed (financial management, spatial planning, environment, etc.)3. Trainings at the request of municipalities (municipal employees with extensive practical experience or members of NAMRB expert networks trained for trainers from the previous project to improve the qualification in a certain field of activity in a specific municipality).
