The project will review and analyse the existing problems in the structuring of municipal administrations, develop options for overcoming them through possible regulatory changes and changes in the organisation of work (co-responsibility, provision of shared services, etc.). Optimal models for the structures of the administrations of different municipalities (distributed in not less than 5 groups) as well as internal regulations and documents will also be developed. A comparison will be made between the legally defined commitments of municipalities and possible solutions for their effective implementation by the municipal administrations. As a result of the implementation of the envisaged activities, the municipalities will be provided with a complete set of options for structuring the municipal administration according to the legal requirements and national strategy documents, the possibilities to reconcile responsibilities, as well as draft internal documents (rules, job descriptions, etc.). Trainings for the implementation of optimal models are also envisaged, as well as the development of proposals for changes to regulations (if a need is identified).
