The project addresses challenges for municipalities in the implementation of municipal projects co-financed by the ESIF. By supporting the preparation of documentation for awarding and executing public contracts and consulting under the Public Procurement Act, on compliance with the state aid regime and implementation of projects supported by the financial instruments, will complement and develop specific municipal capacity.The existing opportunities for sharing experience between municipalities will be further developed through the organisation of forums for municipal Euroexperts and municipal experts professionally involved in the substantive preparation and implementation of ESIF projects in social activities, education, finance, spatial planning, etc., as well as for municipal representatives. Manuals will be drawn up and disseminated to strengthen the capacity of municipalities and disseminate good municipal practices. They will cover public procurement, state aid (excluding State aid in the provision of services of general economic interest (SGEI), financial instruments. Where appropriate, the handbooks will include case studies, respecting demarcation with the project “Effective application of EU State aid rules in the provision of services of general economic interest” implemented by the Directorate for State Aid and Real Sector of the Ministry of Finance. A separate section of the NAMRB website will inform about the activities of the project, about upcoming forums, prepared positions under the programmes co-financed by the ESIF, updated information from the MA and other institutions with ESIF competence. The developed manuals will be accessible through this section. The project will ensure the effective functioning of the Municipal Resource Coordination Centre (RCC) built at NAMRB. The experts in the OCC will be employed only for the implementation of the project and they will provide and carry out activities related to the public functions of the NAMRB in the field of ESIF.
