The project “Building Social Housing in IV — Micro District” provides for the construction of modern social housing for the accommodation of vulnerable, minority and socially disadvantaged groups and other disadvantaged groups, as well as the provision of complementary social services for tenants (education, employment, health, social inclusion). Through the realisation of the project, the Municipality of Blagoevgrad will fulfil its obligation to society and will carry out activities in the public interest, namely the provision of shelter and normal living conditions for the above-mentioned groups of the population, who cannot afford their own home or dwelling for rent and in practice have no other alternative. Newly built social housing will be distinguished from the general municipal housing stock, and the rental determination will be based on the principle of ensuring access to housing for those most in need, which will allow, in addition to the actual use of housing, as well as meeting all other household needs of its users. This project proposal will be implemented in accordance with the National Strategy of the Republic of Bulgaria for Roma Integration 2012-2020. The measures to provide social housing for marginalised groups, including Roma, will be combined with other types of interventions, including those in the fields of education, health, social inclusion and employment, which in itself leads to an integrated approach. Furthermore, the chosen location of housing construction will ensure spatial integration of the representatives of the target groups as a whole and will not contribute to their segregation, isolation or exclusion.
