The need to implement the project proposal for the recultivation of a landfill site — Bratovo was dictated by an ongoing infringement of EU law in connection with the judgment of the Court of Justice of the European Union of 16 July 2015 in Case C-145/14 concerning the failure of the Republic of Bulgaria to fulfil its obligations under Article 14(a) to (c) of Council Directive 1999/31/EC of 26 April 1999 on the landfill of waste. The aim of the project proposal is to carry out the technical rehabilitation of the Bratovo landfill, subject to the 11.75 ha procedure, according to an investment project developed, which will contribute to the implementation of Bulgaria’s commitments under the procedure for infringement of EU law. The property is located in the land of the village of Polski Izvor, municipality. It’s Kameno. Target groups — Bratovo landfill is located on the territory of the Municipality of Kameno near the settlements of the Municipality of Burgas. For this reason, the implementation of the project is aimed directly at the population of the municipalities of Burgas and Kameno, the owners of neighbouring sites contaminated with waste and farmers near the landfill. Expected results — technical rehabilitation of a landfill with an area of 11.75 ha; contribution to the implementation of Bulgaria’s commitments in infringement proceedings; protection of ambient air and surface waters against pollution; monitoring arrangements in place. The following main activities are planned to be implemented: carrying out technical rehabilitation of the Bratovo landfill, including: preparatory activities related to land drainage, removal of facilities that have fulfilled their purpose; waste management and reclamation surface formation; construction of facilities for the treatment of infiltration waters; construction of gas and gas extraction system consisting of ten gas wells; control and monitoring system; top insulating layer of landfill and reclamation layer; a system of ditches for surface water.
