The main objective of the project is to provide effective social infrastructure, designed to provide new quality resident social services for disabled and elderly people in the municipality of Vratsa. The scope of social services on the territory of the municipality of Vratsa will be extended by construction, furnishing and equipment of building stock for the creation of new social services: 2 The Centre for Care for Persons with Mental Disorders (CCLPD), 1 Centre for Care for Persons with Mental Disadvantage (CLUCF) and 1 Centre for Care for Adults in Inability to Care (CVHNS) according to the Map of Residential Services. The construction of infrastructure for the provision of social services is in line with the 2018-2021 Action Plan for the implementation of the National Strategy for Long-Term Care. The project contributes to ensuring the rights of persons with disabilities and the elderly to access quality care and residential services that meet their individual needs. Each centre has a capacity of 15 seats. The target groups are: for CCLP — 30 persons — 10 of them, removed from a specialised institution and 20 persons from the community; for CGLUI — 15 persons accommodated in the House of Adults with mental retardation in the village of Three Welles; 15 persons from the community included in the waiting list for the social service of the Social Assistance Directorate — Vratsa. After completion of the project, the renovated infrastructure will provide social services, the provider of which will be the Municipality of Vratsa. The number of staff in the new social services will be in line with the methodological guidelines of the Agency for Social Assistance. 54 new jobs will be created. The teams will include manager, social workers, occupational therapists and caregivers. In order to ensure sustainability of the new social services, it is foreseen to apply with a project under OP “Human Resources Development” and subsequently actions will be taken to be delegated by the state activities.
