Project “Right to independent life in the Municipality of Varbitsa” will be implemented in two stages, as the provision of services for the first stage will start in the third month of the project and the second stage will start in March 2016. The social service will be provided to 75 users living in the 16 settlements of the Municipality of Varbitsa for 23 months. The project will complement and build on the project under the procedure “New alternatives”, funded under the Operational Programme “Human Resources Development” 2014-2020, through the implementation of a new broad-spectrum approach for decentralised provision of hourly services at municipal level for people with disabilities and elderly people who have difficulties in self-service. In the implementation of the project, the Municipality of Varbitsa will rely on its good partnership relations with other administrations, the Regional Directorate “Social Assistance” in Shumen and the “Social Assistance” Directorate in V. Preslav, Directorate “Labour Office” in V. Preslav, as well as with private companies and citizens as volunteers for the implementation and upgrading of the intended results. By providing the service “personal assistant” will improve their quality of life and will support their opportunities for independence and social inclusion. The preparation of individual needs assessments and the definition of individual budgets of the users will allow the individuals with the greatest dependence on gender equality and equality of discrimination to be included in the project. Improving the quality of the service will be achieved by conducting trainings and supervision to enhance the skills of personal assistants. The activities are organised in a way that ensures efficient and effective use of financial and human resources.
