The project proposal (PP) is aimed at implementing energy efficiency measures and refurbishment of the building of the Regional Directorate Fire Safety and Protection of the Population and the District Office of the PBZN — Dobrich. With the realisation of a complex of energy efficient, energy-saving measures and accompanying construction works included in the PP will be provided better working conditions and occupancy of the buildings, thermal comfort and higher quality of the working environment. The planned activities will contribute to reducing energy consumption, increasing energy efficiency and indirectly improving environmental performance by reducing greenhouse gas emissions. For the purpose of preparing the PP, the project partner DG PBZN provided an energy efficiency audit for a building in operation and a valid certificate of current state of energy consumption, drawn up in accordance with Article 48 of the Energy Efficiency Act and an audit to establish the technical characteristics and technical passport in accordance with the requirements. Following a technical, economic and environmental assessment of the financing audits submitted to the project documentation, the more cost-effective package was proposed in accordance with the Guidelines for Applicants: BG16RFOP001-1.001-039“Implementation of IHLG 2014-2020”. The planned energy-saving and accompanying works for energy-efficient renovation of the building of the PBZN — Dobrich" in the present PP include — replacement of window frames, thermal insulation of external walls, thermal insulation of roof, reconstruction of heating system (gasification) and reconstruction of domestic hot water systems and accessible environment. With the introduction of the envisaged energy saving measures, the potential for reducing energy consumption of 416 013 kWh/year, or 60.93 % savings in energy savings and reduced harmful emissions into the atmosphere, will be reduced by 233,61 tonnes of CO2/year.
