The project envisages ensuring the effective functioning of the Dobrich EIC in the period 2019-2021. The Centre will work actively in cooperation with the local community, managing authorities, regional administrations, universities, schools, business to promote the funding opportunities it provides through ESIF. The district center Dobrich will inform about the funding opportunities under the programmes during the 2014-2020 programming period, will promote the policies and the role of the EU, ensuring maximum transparency and public trust in the process of programme implementation and management among the community and potential beneficiaries. This will ensure transparency and publicity in the management of the programmes and the Partnership Agreement, as is the approach enshrined in the National Communications Strategy. The financing of the project activity will ensure the efficient operation of the EIC in the implementation of the information provision events and the reach of various audiences. The horizontal principles of the community will be observed and respected during the implementation of the project and in its reporting. The PP fully follows the concept of sustainable development — anticipating existing opportunities and development potential by ensuring transparency and awareness/accessibility in the application, implementation and management of ESIF funded programmes. The MIC will maintain a high level of awareness to ensure equal access to funding for the beneficiaries of the region. Administrative and institutional capacity and specific problems will be further developed by increasing the competence of beneficiaries in implementing projects and eliminating obstacles in the process of funding, implementation and management of programmes in the 2014-2020 programming period. The policy of equal opportunities and non-discrimination will be leading in the implementation of the project activity — in the selection of the project team, in the preparation and implementation of public contracts.
