The overall objective of the project is to improve ambient air quality in the municipality of Dimitrovgrad by reducing PM10 emissions from domestic heating as one of the main sources of air pollution. The specific objective of the project is to replace solid fuel heating appliances of households with alternative types of heating devices.The project will be implemented in two phases. During the first preparatory phase, all preparatory actions necessary for the implementation of the investment will be carried out. An awareness campaign will be carried out among the population, explaining the acceptable alternative forms of heating and the conditions for inclusion of those who wish to join the replacement scheme. There will be a survey of attitudes among residents, who are heated with solid fuel, to replace the heating appliances they use. Environmental, economic and social analyses will be prepared, criteria and mechanisms for prioritisation of neighbourhoods/areas will be developed when applying different heating options and contributing to the reduction of PM10 emissions. On-site visits to the premises/households will examine the actual technical parameters and the estimated number of households with a view to replacing the devices. After that, a comprehensive vision of the approach that Dimitrovgrad Municipality will apply for the replacement of solid fuel heating devices will be prepared. During the second investment stage, on the basis of the results achieved in the first stage, Dimitrovgrad Municipality will conduct procedures for the selection of contractors and will carry out the main investment activities for dismantling the used heating devices and for the supply and installation of the new heating appliances/systems according to the adopted parameters.
